In the past four years, the three places have taken the lead in green development, coordinated the overall restoration of mountains, water, forests, fields, and soil, and advanced the atmospheric governance in depth, with fruitful results. The blue sky has increased, the rivers have cleared, the green has expanded, and the ecological barriers have become stronger.

In the four years since the implementation of the Beijing-Tianjin-Hebei coordinated development strategy, the three places have taken the east wind of coordinated development, led by green development, coordinated the overall restoration of mountains, water, forests, fields, and soil, and advanced the atmospheric governance in depth, with fruitful results. The blue sky has increased, the rivers have become clearer, the green has expanded, and the ecological barriers have been strengthened, creating a good ecological environment for the high-quality economic and social development of the three places.

Build a green ecological barrier in all directions

On the first day of the new year, standing at the main peak observation station of Baxian Mountain at an altitude of 1052 meters, the wind was biting. Although it is the Spring Festival holiday, the forester Zhu Jinbao of Baxianshan Scenic Area in Jizhou District still insists on his post, meticulously monitors the surrounding forests on the monitoring platform to prevent fires, and large forests in Beijing Pinggu and Hebei Zunhua and other places are also Within his surveillance vision. Zhu Jinbao introduced that once the forest fire danger is detected, the Beijing-Jiangxi Forestry Department will be notified as soon as possible, and the three places will jointly do a good job in forest fire prevention and jointly protect the "green treasures" of Beijing-Tianjin-Hebei.

Jin Yushen, director of Jizhou District Forestry Bureau, introduced that the relevant districts and counties in the three regions of Beijing, Tianjin, and Hebei have established special joint forest fire prevention committees, and actively carry out forest fire prevention work in the joint defense zone based on the principle of "joint efforts for joint prevention, rapid response, and common treatment" To ensure the safety of forest resources and people's lives and property in the three regions.

The ecology of Beijing, Tianjin and Hebei is similar, and the types of forestry pests are similar. In order to strengthen the joint prevention and control of forestry pests in the three places, in 2015, the forestry departments (bureaus) of the three places signed the "Framework Agreement on the Collaborative Development of Forestry Pests in the Beijing-Tianjin-Hebei Region" and formulated the "Overall Framework for the Collaborative Development of Forestry Pests in the Beijing-Tianjin-Hebei Region" Program". In recent years, the forestry departments of the three places have actively carried out joint prevention and co-management in the prevention and control of forest diseases and insect pests, especially in controlling major forest diseases and insect pests such as the American white moth.

Wu Xuedong, deputy director of the Tianjin Forestry Bureau, said that in the past four years, in order to conscientiously implement the Beijing-Tianjin-Hebei integrated national development strategy, they have jointly built green ecological barriers in the three places, and have achieved significant results in the control of wind and sand sources in Beijing and Tianjin and the "Three Norths" shelter forest In Tianjin, a total of about 2 million acres of forests were completed. Compared with the scale of more than 100,000 acres per year in the past, a historic breakthrough has been achieved, and the greening rate of forests has increased by 23.7%. Jinghai District and Wuqing District have carried out large-scale forest land construction, and built a large number of thousands of acres of forests, economic forests, and nurseries; Jizhou District relies on the Beijing-Tianjin wind and sand source control project, and through mountain afforestation, economic forest construction, With the implementation of projects such as village greening and garden greening, the forest greening rate has reached more than 40%. The above-mentioned afforestation has been connected to the Beijing-Hebei forest belt, and a solid green ecological barrier has been established.

In terms of wetland protection, the forestry departments in the three regions of Beijing, Tianjin, and Hebei have actively cooperated, exchanged conservation practices, and shared successful experiences. In the past four years, Tianjin has adopted a number of measures, and the protection of wetlands has been continuously strengthened with remarkable results. Among them, the seven wetlands of Beidagang, Beidagang, Dahuangbao, and Tuanbo have a total area of 87,500 hectares, accounting for 7.4% of the city's land area, and have become the green "kidney" of the Beijing-Tianjin-Hebei region. According to the plan, by 2020, the area of Tianjin wetland will reach 2956 square kilometers, which will make new contributions to the continuous improvement of the ecological environment in Beijing, Tianjin and Hebei.

Guo Yunfeng, director of Tianjin Soil and Fertilizer Workstation, introduced that in order to better protect the farmland soil ecological environment in three places, in 2015, the Beijing, Tianjin, Hebei and Sandi soil and fertilizer stations established an innovation alliance, which has achieved significant results in saving water and reducing farmland soil pollution. Among them, the use of chemical fertilizers in farmland in Beijing has been reduced by 30%; the water-saving irrigation area in Hebei Province has exceeded 25 million acres; Tianjin has comprehensively promoted soil testing and fertilization in 10 agricultural-related areas, reducing 40,800 tons of unreasonable fertilization. Cost savings and efficiency increase of 2.737 billion yuan. In 2017, the three soil and fertilizer stations jointly released the "Five-Year Development Plan for Soil, Fertilizer, and Water in Beijing, Tianjin, and Hebei," which further reduced the use of chemical fertilizers and reduced non-point source pollution from farmland. Through the implementation of high-efficiency utilization technology of farmland soil fertilizer and water, by 2020, the utilization rate of fertilizers in Beijing, Tianjin and Hebei will increase by more than 40%, and water use efficiency will increase by more than 10%, and the achievements of farmland soil ecological environmental protection will be more prominent.

Comprehensive protection of precious water resources

The implementation of the Beijing-Tianjin-Hebei coordinated development strategy has brought major opportunities for the three places to break the barriers of administrative divisions, realize upstream and downstream pollution control and water conservation at the source. In order to promote the implementation of cross-regional ecological compensation pilots in Beijing-Tianjin-Hebei water source conservation areas, in 2017, Tianjin and Hebei Province signed the "Agreement on the Horizontal and Ecological Compensation for Introducing Luan River to the Upper and Lower Reaches of Tianjin", and received 300 million yuan in central financial incentives annually , Tianjin, Hebei supporting funds of 100 million yuan each. With the support of ecological compensation funds, the net cleaning and fish cleaning work of Panjiakou Reservoir was completed in the summer of 2017, completely removing the main sources of pollution caused by water diversion in Tianjin and Hebei for many years. At present, the quality of water from Tianjin to Tianjin has been significantly improved, which has created good conditions for ensuring urban water use in Tianjin and other places.

Seventy-nine rivers open. Walking along the shore of Tuanbo Lake, under the floating ice, fish are swimming, and the weeping willows near the lake will sprout and green.

At the beginning of October 2017, the Jinghai District Government and the local people in Tuanbo Lake were still anxious about the continued drought, lowering of water levels, anti-salty water, and serious threats to the ecological environment. As soon as the report of applying for the transfer of the ecological water supply mission to Lake Pohu was sent to the superior authority, the Municipal Water Affairs Bureau immediately carried out the water supply and water transfer reinforcement with the consent of the city leaders. As of 24:00 on December 28, 2017, which lasted 43 days and nights, the Luan River water from the Qiao Reservoir provided water for more than 60 million cubic meters of water for more than 20 related river channels in Tuanbo Lake and the region for the first time.

According to the relevant person in charge of the Municipal Water Affairs Bureau, as a resource-intensive megacity, Tianjin has officially introduced rivers to Tianjin for three years since December 27, 2014, and has accumulated 2.37 billion cubic meters of clear and sweet Yangtze water, making the city 14 9.1 million citizens in each administrative district benefited, and formed a stable water supply pattern with one horizontal, one vertical, and two rivers leading to the river. As a result, Tianjin got rid of the water shortage and began to use the surplus water for ecological replenishment. It strengthened the ecological conservation of the Qilihai, Great Yellow Fort, Beidagang, and Tuanbo Lake wetlands, and strengthened the ecological replenishment of wetlands. At the same time, the implementation of live water projects to improve the circulation capacity of the central urban area, enhance the fluidity of the first and second-tier rivers in the central urban area, timely implement ecological replenishment to the Haihe River, and gradually improve the water quality of the Haihe and the second-tier rivers in the central urban area.

In recent years, Tianjin has continued to carry out clean water projects, incorporating ecological restoration concepts into river water system management plans, implementing measures such as aeration and aeration, ecological floating beds, biological agents, water replacement and replenishment, artificial salvage and restoration of riparian vegetation, construction of tidal flat wetlands, and other measures. Healthy life and original appearance.

Tian Ronghua, the director of Xisi Village in Baodi District, Tianjin, is the third-level river head of the Wotou River near the community, and inspects the river almost every day. There are more than 700 river chiefs like Tian Ronghua who are in charge of river management in Baodi District alone. They are headed by the relevant district leaders, the main comrades in the streets and towns, and the village committee directors along the river. As a city in the forefront of water environmental protection work, Tianjin has now fully implemented the "river length system". Since the implementation of the "river length system" in 2013, Tianjin's 565 rivers and rivers have basically achieved full coverage of water ecological environment management.

According to the Tianjin Water Affairs Bureau, since the implementation of the "Long River System", the quality of Tianjin rivers has been improving year by year. Water quality abnormal rivers have dropped from 211 kilometers to 34 standard rivers, and environmental sanitation has not changed from 53 kilometers to all standards. The comprehensive evaluation of excellent river courses has been increased from 620 kilometers to 2503 kilometers.

Resolutely win the defense of the blue sky

During the Spring Festival this year, many farmers in Wuqing District had a warm and clean Spring Festival. Yang Qin'an, secretary of the Party Branch of Yangdian Village, Damengzhuang Town, said happily that in the past winter, coal-fired earth heating was used, coal ash was everywhere, and it was still frozen at night. Since the "conversion of coal to electricity", every family has been warming through the winter, and there is no more smoke and dust over the village, and the sky is bluer ...

In order to ensure the quality of the atmospheric environment, Tianjin has vigorously implemented the "coal-to-electricity" and "coal-to-gas" heating reconstruction project, and jointly established a "coal-free zone" with the surrounding areas of Beijing and Hebei Province, achieving very good results. Wuqing District, as a pilot zone of "coal-free zone", invested 10 billion yuan under the correct leadership of the Tianjin Municipal Party Committee and Municipal Government to implement "coal-to-electricity" and "coal-to-gas" in all farmers, and successfully completed the "coal-free zone" District "construction task.

In the past 4 years, Tianjin has used unprecedented determination, intensity and iron fist to control environmental pollution and ensure the quality of the atmospheric environment. The average annual concentration of PM2.5 has decreased by 35.4% in 2017 compared with 2013, and it has protected a blue sky with Beijing and Hebei.

According to the Tianjin Environmental Protection Bureau, in order to fundamentally improve the quality of the atmospheric environment, the environmental protection departments in Beijing, Tianjin and Hebei have worked closely together to transform the air pollution control from "single fight" to joint prevention and control. The three places share resources and share responsibilities. Mutual support has played an important role in improving regional air quality.

In order to jointly combat environmental violations in the Beijing-Tianjin-Hebei region, in November 2015, the environmental protection departments of the three places signed a cooperation agreement, established a Beijing-Tianjin-Hebei environmental law enforcement joint working mechanism, and determined regular consultations, joint law enforcement, joint inspections, and key cases. 5 work systems including joint inspection and information sharing. In 2016, the Beijing-Tianjin-Hebei region formulated and implemented the Implementation Plan of the Beijing-Tianjin-Hebei Strengthening Measures (2016-2017); in 2017, the Beijing-Tianjin-Hebei and Surrounding Areas 2017 Air Pollution Prevention Work Plan, the Beijing-Tianjin-Hebei Action Plan for Comprehensive Management of Air Pollution in Autumn and Winter of 2017-2018 and Surrounding Areas. In 2016, Beijing, Tianjin, Hebei, and the three places unified the standards for early warning and emergency measures for heavy air pollution. In April 2017, Beijing-Tianjin-Hebei jointly issued the first regional environmental protection standard, “Standards for Limits of Volatile Organic Compound Content in Architectural Coatings and Adhesives”.

The Beijing-Tianjin-Hebei Motor Vehicle National Five Emission Standard was launched to accelerate the elimination of yellow-label vehicles and old motor vehicles. From 2013 to 2017, a total of 2.167 million yellow-label vehicles and old motor vehicles were eliminated, and vehicle exhaust pollution was effectively prevented. As of June 29, 2015, Tianjin has totally eliminated 290,000 yellow-label vehicles, and completed the city's clean air action task half a year in advance.

The Beijing-Tianjin-Hebei region has successively established the Beijing-Tianjin-Hebei environmental law enforcement joint working mechanism and the Beijing-Tianjin-Hebei and surrounding areas motor vehicle emissions control cooperation mechanism to jointly combat environmental violations in the region and form a mutually supportive and cooperative environment monitoring and law enforcement situation.

Just after the Spring Festival holiday, Tianjin's environmental supervision and enforcement work never stopped for a day.

At more than 9 am on New Year's Eve, the Environmental Monitoring Team of the Tianjin Environmental Protection Agency came to a steel factory on the Jinyu Highway in Beichen District for a surprise inspection. Although the sulfur dioxide emission concentration, nitrogen oxide emission concentration, and smoke and dust emission concentration were all qualified and did not exceed the standards, law enforcement inspectors required enterprises to immediately rectify the situation where road dust collectors were not in place in some areas to ensure that the quality of the atmospheric environment was not affected.

"In the new year, we will work with Beijing and Hebei Province's environmental law enforcement agencies to severely crack down on atmospheric pollution in the region. We will never relent and protect a blue sky!" The relevant person in charge of the Environmental Supervision Team of Tianjin Environmental Protection Bureau firmly Means.

14 years of 3 water treatment plans

On the computer of Deng Zhuozhi, deputy chief engineer of the Beijing Municipal Water Resources Planning and Design Institute, there are three Yongding River water control maps drawn from 2003 to 2017. The changes in the layout of the three drawings reflect Beijing's transformation from singles to "jump out of Beijing and develop Beijing."

The first picture: Heituwa Wetland-At the beginning of this century, hundreds of ditches and creeks surrounding the capital city had sparse vegetation and ecological degradation. Looking at the city again, the dry section of the Yongding River in Beijing has dried up. At the throat of the Yongding River entering Beijing, about 2 kilometers northwest of Guanting Reservoir, black and green sewage rushed from upstream Hebei, flowing through the Guanting to Beijing day and night. At this time, the Guanting Reservoir, which had been used as a backup water source in Beijing, has withdrawn from the urban drinking water system for 6 years, and it is difficult to return.

When the Yongding River entered Beijing, the first gate was the Guanting Reservoir. The water in the Yongding River was not clean and was closely related to the Guanting. However, 1/4 of the official hall is located in Yanqing and 3/4 is located in Huailai County, Hebei Province. To purify water from the source, you must cross it to Hebei. Then, a planning map was formed: on the southwest side of Heituwa Village in Huailai County, a blueprint for a wetland named "Heituwa" was developed. This is the first ecological barrier for the Yongding River to enter Beijing, and it will turn sewage into a clear spring.

After coordinating and communicating with various parties in Hebei, in 2004, the Heituwa Wetland was completed and put into operation, covering an area of more than 100 football fields. The water from the black-green Yongding River was first introduced into the wetland, passed through the sand-settling area, floating water plant area, and anaerobic purification area, and turned into Qingqing Spring, then slowly entered the Guanting Reservoir and flowed to Beijing.

The second picture: the front line of the five lakes—time comes to 2009. In order to reopen the meridian of the ecological civilization of the capital, the comprehensive management of the Beijing urban section of the Yongding River is on the agenda.

Deng Zhuozhi took the lead and led the design team to investigate for several months and draw a blueprint: along the Yongding River in a 170 km basin from north to south, using a circular pipeline to bring up Mencheng Lake, Lianshi Lake, Yuanbo Lake, Xiaoyue Lake, There are a total of five lakes in Lake Wanping, creating a "front line of five lakes" and revitalizing the mother river. But even so, water experts still have a lot of thoughts. "The five lakes circulate on their own and there is no source of living water. No matter how good the scenery is, it will not grow." Deng Zhuozhi said. In Heituwa wetland, the problem of insufficient stamina also gradually appeared. "For many years of operation, Heituwa Wetland currently can only purify about 60% of the water from the Yongding River, and the rest can only be directly stored in the reservoir." Said Li Guangyuan, deputy director of the Guanting Reservoir Management Office. Qingshui can't come from Hebei, and Beijing's clean water is too tight. The two places are fighting each other and it is difficult to break through the siege.

The third picture: Bridge No. 8 Wetland-To relive the Yongding River, clean running water is a prerequisite. Where does the running water come from? Hebei! In November 2014, Beijing and Hebei jointly prepared the “Plans for the Construction of Ecological Clean Watersheds in Five Cities in Chengde and Zhangjiakou Upstream of Miyun Reservoir in Hebei Province”, and planned to use 22 years to build 22 ecological clean watersheds in Chengde and Zhangjiakou. The area reaches 600 square kilometers.

Now Deng Zhuozhi can pick up his pen and draw the third picture. This is a grand blueprint for comprehensive management and ecological restoration of the Yongding River: Guanting, Three Gorges, and Plains run through into vines, and the three nodes of Guanting, Xinshougang, and New Airport are dotted with dew. Around the government hall, the two large wetlands at the entrance of the Huangshui River and the No. 8 Bridge were painted. The black soil wetland was expanded, and the Kubin zone wore a green necklace for the reservoir.

Nowadays, the cooperation and cooperation have taken another step. Beijing, Tianjin, Hebei, and Jinzhou are co-organizing the establishment of the Yongdinghe National Investment Company, which will be coordinated from the top design. "The flowing water has vitality. To make the Yongding River move, it must be able to jump out of Beijing." The person in charge of the Municipal Water Affairs Bureau said.

According to the new drawings, the total area of the three major wetlands around the Guanting Reservoir and one reservoir zone exceeds 20 square kilometers. By 2030, a flowing, green, clean and safe Yongding River will be in sight.

Building a shared ecological environment

The Ministry of Environmental Protection, Beijing, Tianjin, and Hebei Province have formed a set of air quality forecasting consultation mechanisms. The forecast results provide decision-making basis for air pollution prevention and response to severely polluted weather in various places; the water quality of Panda Reservoir has improved after cleaning the cages, The water quality of the three rivers leading to the Jinli River, Shahe River, and Linhe River has reached Class III .... In recent years, Beijing-Tianjin-Hebei has continued to break the limits of administrative divisions, jointly prevent and control environmental pollution, promote ecological compensation in river basins, and accelerate the construction of ecological barriers. Construction sharing has been continuously strengthened.

Establish a Beijing-Tianjin-Hebei and surrounding area air pollution prevention collaboration team to unify regional governance plans. In key cities in Beijing, Tianjin, Hebei and surrounding areas, there are unified emission standards for six major industries, including electric power, steel, cement, petrochemicals, nonferrous metals, and chemical industries, and coal-fired boilers, as well as uniform standards for the quality of motor vehicles and oil. The core areas of air pollution prevention and control in the Beijing-Tianjin-Hebei region have been established. Langfang, Baoding and Beijing, Tangshan, Cangzhou and Tianjin have formed a "4 + 2" cooperation model.

The three places will work together to jointly crack down on environmental violations. In November 2015, the Beijing-Tianjin-Hebei Environmental Protection Department formally signed the "Agreement on Cooperation Mechanism of Environmental Law Enforcement in Hebei, Tianjin, Hebei Province". Unified warning of severely polluted weather and activation of emergency response standards. From December 6, 2016 to April 15, 2017, the environmental protection departments of the three places launched two joint enforcement actions for severely polluted weather emergency response.

Promote ecological compensation in river basins and protect the water environment upstream and downstream. In the first half of 2017, Hebei Province and Tianjin formally signed the "Agreement on Transverse Ecological Compensation for Introducing Luan River to Tianjin", which received 300 million yuan in central financial incentives each year, and 100 million yuan each in Tianjin and Hebei.

Beijing and Hebei are also treating water pollution in Tongji. The two places have jointly prepared a plan for the construction of an ecologically clean small watershed upstream of the Miyun Reservoir. The two parties have jointly raised funds. After the construction plan is fully completed in 2018, the area of water and soil loss can be controlled by 600 square kilometers, with an annual sewage treatment capacity of 596,000 tons.

Strictly crack down on transregional water environment violations, and Beijing, Tianjin and Hebei strengthened comprehensive prevention and control of water pollution in the border areas. From early August to early September 2017, the environmental law enforcement agencies of the three places launched a one-month joint supervision and inspection of water pollution prevention and control.

In 2017, 810,000 acres of afforestation were completed in the ecological transition zone of the Beijing-Tianjin-Baoyuan Plain, and the integrated ecological pattern of Baolangcang and Beijing-Tianjin green screens connecting with green corridors was gradually formed. The Beijing-Hebei Ecological Water Source Protection Forest Project has been steadily advancing. The project involves 8 counties including Huailai and Chicheng in Zhangcheng. From 2009 to 2017, the project has completed afforestation of 800,000 mu and planted about 64 million seedlings. A "green ecological belt" is formed to protect the water resources of Beijing and Hebei.

In 2017, a total of 260,000 acres of afforestation were completed in the 2022 Winter Olympics in Hebei Province. At this point, the afforestation of the Winter Olympic Games in Hebei Province has completed 768,800 mu, accounting for 88.48% of the planned task. Relying on the greening project of the Winter Olympics, Zhangjiakou City focused on the construction of the capital's water conservation function zone and ecological environment support zone, innovated mechanisms, and synchronized pipe construction. In 2017, it completed afforestation of 2.22 million mu.
